This accepting the chaos and where it takes us sounds like the general cabal plan stated over 120 years ago. Fabians identified their method of remaking the world as "order out of chaos".
Others have classified it as the Hegelian Dialectic where you have a thesis and an antithesis which then can be false merged or compromised on by proposing a synthesis.
Problem ---> <--- Action = ---Solution---
The real issue here is we are not dealing with problems or actions that are in any way organically occurring. Instead we are dealing with Problems (Thesis) that are artificially created and crafted as part of a plan to force the population and culture to turn in upon itself and to abandon positions or beliefs that unite and strengthen the fabric of the culture and nation.
This damage is further scrambled by causing the Actions (Antithesis) to be constrained into only one or two perceived options both of which are by design incapable of overcoming or defusing the problem and thus exacerbate the chaos.
And out of this results the chaos, which has no solution perceived by the society, until the people, who are behind creating the problem you see before society and who carefully crafted the Problem's delivery to elicit only one or two Actions opposing from the existing culture / society. Those Actions desired are only those that would exacerbate the chaos rather than eliminating or resolving the original problem. After the chaos is turned up to 11 the manipulators decide to release their Solution (synthesis). This synthesis is the remaking of the world incrementally at first, but at some particular iteration of the Hegelian Dialectic cycled through a society, the society is fully primed for the complete remake to be brought about by a final problem set that will bring acceptance of the solution which would have been unthinkable and wholly rejected at any other time by that same society.
This is the inevitability of gradualism which causes eventual complete surrender of a society without the society being fully aware that a surrender had even occurred until it is far to late.
Let's consider some examples of how this plays out with the Inevitability of Gradualism kept in mind.

PROBLEM: Certain groups identify correctly that poverty is a substantial problem in America and impacts black families more severely due to racism and lack of civil rights.
ACTION: Enlightened people protest and redress their grievances across the nation arguing for equality.
SOLUTION: The government passes civil rights act and forces integration of the schools.
PROBLEM: Poverty still exists in black community and remains unsolved and is blamed on racism (only partially true).
ACTION: People argue for reparations or some kind of approach to level the playing field.
SOLUTION: Government passes law to create welfare program and food stamps and government housing to help people who are impoverished. The political intention of these laws is to generate a reliable voter block for future elections of one party. The welfare laws are written to incentivise single parent homes with no father figure. The Government becomes the absent father's replacement.
PROBLEM: Government housing and welfare causes the dissolution of many black families which leads to disaffected youths without good male role models in many inner cities. Disaffected youths lead to more local crime in the inner cities and this causes inner cities to be perceived more as a bad location to raise a family.
ACTION: non welfare families (often white) start leaving inner cities for the suburbs.
SOLUTION: Government doubles down on welfare programs and adds in more programs such as affirmative action to try to level the playing field. Policing is stepped up disproportionately in crime areas to "fight crime". Inner city populations are culturally replaced with multi-generational welfare housing with broken family units
PROBLEM: Disaffected youths turn to drugs to make money, feel important, and get away from their troubles and to gangs to feel a belonging to a group who will accept them (where the absent father had left them). Violence and death in inner cities continues to rise.
ACTION: Anyone who can get away, leaves the inner cities. Policing increases and policing responses and encounters become more hostile as the community riddled with gang violence and drugs presents more danger to police.
SOLUTION: Government decries racism in policing, but also institutes the War on Drugs and creates programs to stop rampant gang violence. Some parts of government begin secretly effecting the distribution and sale of drugs into the inner city communities to build income streams off the books that are beyond congressional oversite.
PROBLEM: Crime is still disproportionately high in inner cities.
ACTION: People petition their government to fix our somehow
SOLUTION: SWAT teams are created to deal with drugs and gangs due to elevated dangers. Welfare is increased and efforts are made to placate would be criminals if they don't commit crimes using money incentives. Society no longer views single parent homes in the negative light that the prior 2 decades held.
PROBLEM: The unsolved drug issue spills over into the suburbs. Also the cultural shift on single parent families led to epidemics of divorce among middle class families in suburbs. Broken homes lead to more disaffected youths in suburbs and hence more crime and poverty.
ACTION: People demand someone put a stop to increasing crime in the communities.
SOLUTION: SWAT Teams become standard in police departments across the nation. Training of police shifts from peace officer to law enforcers. The police are delivered broader powers and trained in tactics which previously were never considered. This leads to things like Broken Window Policing mentality which is somewhat effective at turning the tide of chaos in inner cities where it is implemented.
PROBLEM: Police training causes professional agitators (funded by our government welfare and or the cabal) to cry out about disproportionate policing in black communities and racial targeting via profiling tactics.
ACTION: The inner cities begin organizing anti police groups and distrust of police increases community wide. The Police respond with community outreach but are met with agitators poisoning the well.
SOLUTION: Agitators demand more money and concessions from the city forthe inner city communities. Police are told to back off.
PROBLEM: Crime increases.
ACTION: Police return in force. Inevitably someone dies during a police encounter.
SOLUTION: Community protests and riots against police. Police back off. Eventually community forms BLM.
PROBLEM: BLM protests and riots and demands Defund The Police.
ACTION: Police back off and riots destroy people and property.
SOLUTION: federal government uses the occasion to investigate local police. Cities begin defunding local Police.
PROBLEM: Defunded police are ineffective and demoralized.
ACTION: Crime goes unchecked.
SOLUTION: People cry out for something to strip crime and federal government steps in with a federal police force.
PROBLEM: Crime is still out of control even with the Federal Police.
ACTION: The people or politicians cry out for this crime to be stopped.
SOLUTION: The Government gives itself totalitarian powers to eliminate the crime which is successful but this approach also extinguishes freedoms accorded to the people and turns the country into a totalitarian ruled failed state.
Small point, I always thought it was REaction rather than action.
Yes they state it is the bad guys that have planned the chaos but we can use it to our advantage. I think it is clear that Q is doing the same thing. Only at the precipice will people find the will to change.
