Sounds like approval to me, this is strait from the document in your link

From page 2-Page 5 is very confusing even to me now. Read the fine print too on page 5. So is it an EUA for all or approved?

It doesn't sound like a full FDA approval to me.
Read all the way through. This is an EUA extension. On Page 2 and page 5 it is defined as an EUA extension.
