The pandemic is the perfect cover for some clandestine assassinations.

Think about it. People are expected to die. If you have the "right" symptoms no-one would ever think of carrying out an autopsy. All you need is a way to deliver the pathogen to the people of your choice. Many die from the virus outbreak and the chosen few die because they were targetted with their own personal dose. Perfect cover.
