He doesn't have the authority to do that. For crying out loud, does nobody know how the Constitution works? Laws are made by legislators, not deans of public universities. Mandates are not laws. Ignore him.

I am starting to think this is a good strategy. And, if need be, present their signatured receipt at their trail to expedite their execution ruling.
