We refused the test...they weren't interested in testing me, just my wife. Clearly they had a lot to gain from swabbing an admitted patient vs a non-admitted one. A manager called our room after the birth and threatened us over not having the test.
They put us in a sealed off room with ventilation and said they'd have to separate our baby from us. We put up with the room, but I told them under no circumstance would they separate us from the baby. These people are psychos who use extreme coercion to get their way.
I had to have one last July to be induced. I was told I could go into labor naturally and refuse, but nobody would assure me that a) my husband would be allowed to be there and b) my baby would not be taken away from me if I refused. So, we decided to let them swab my brain a few days prior and have our baby in a controlled situation.

Yes, if you don’t have a major health issues, get a midwife.
