All the 'power' all these places claim originally comes from the people, some way some how, and there are democratic ways to force change, it just takes enough people to vote the right way at the right places, and follow the proper procedures.

Any citizen can make the (citizens) arrest, laws are already on the books, you just need a Sherriff or court to turn the defendant over to then the jury decides if the law applies, but people are afraid to enforce the old existing laws because they have been ignored so long and the current powers that be threaten kidnapping charges on anyone who makes a citizens arrest and drop charges on all the illegal stuff they are doing flagrantly. the laws can be updated by the citizens. the arrests made by citizens for non compliance, and the trial decided by the citizens. you just need one 'official' to 'take custody' of the defendant that will start the trial process. technically we could put together our own grand juries for special circumstances but then its a battle with the established courts over the authority of the constitutional juries vs the courts created by state legislatures.
precedents have been set in the past, but it's been ~100 years or more since it was actually put to use. we haven't had to create our own government bodies because the ones created prior have grown out of control and 'handle' everything currently.
