There's nothing going on here but electrical lines / transformers / underground cables. Seen this a few times with earthquakes. Nothing 'strange' about it at all. Just look it up, happens a lot.

Well, maybe the announcers were saying they were laser pointers, or laser light shows. Or any number of other reasonable explanations.
