Yeah there is, they are lower recievers with no serial numbers that are mated with slides and barrels that also don't have numbers, and therefore don't "exist" as far as BATF or databases go. Thus the term, ghost guns. I personally know Patriots who have put together functioning guns from such pieces and parts, and I'm all for a totally unregulated gun industry, even if it is underground. A little anarchy is a healthy thing for an overreaching government.
Edit: Thing is, the folks I know of who have made their own guns have NO intention of selling them. Just for their own private use only.

Ghost guns get their name from the fact they are made privately from kits and do not have serial numbers, redering them untraceable.

Towns can't ban shit, that's state level just ask Philadelphia when they tried banning CC a few year back.
Hopefully a judge will overturn this like they did with the "assault weapons ban" back in June.

You can't make a firearm with the intent to sell it.
If you do decide to sell it later, you can't sell it without the required BATF markings.
And you cannot remove serial numbers from a gun.
