I'm interested in developing a message board that uses a similar foundation as GAW (different topic of course). Can anyone point me to resources of the development, and how it's hosted without censorship. Thanks

You need to revisit that 'without censorship' notion, this place is comped and allowed to exist for Reasons. I'm glad it is allowed but it is not free and independent, very much owned.
