Talking about turning over the data to the attorney general for them to do something is not a great opening look for Fann. EDIT: Although given that the attorney general tweeted out a couple hours ago "I will take all necessary actions that are supported by evidence and where I have legal authority" this might be planned.

Yep. My guess is it would have have to be OVERWHELMING examples of fraud backed up by hard evidence before the AG would even consider looking at it.
