As much as I dislike watering down the constitution there should be an amendment that limits how many pages a bill can be. Congress will never have the discipline to regulate themselves.
They don't NEED to read it, they made sure what they really wanted was in there and the rest doesn't fucking matter. We need a "brevity in legislation" constitutional amendment

If I were in Congress I wouldn't vote on a bill more than 10 pages.

I did see that a very large amount was for tax enforcement. I guess it takes a lot of money to tax the wealthy.
