The rest of the net: Very unlikely.

For the same reason that the sure fire way of causing a riot in any jail is turning of the TV.

People use the net for distraction, entertainment and to keep in touch with loved ones, remove that and you have just created an infinitely variable set of reasons for people to go out to check on loved ones, see what the hell is going on and distract/entertain themselves.

Whitehats won't do it and not even DS are stupid enough to create a situation that they would have no hope of containing....
