Colleagues,

Today the Government of Canada announced details on mandatory COVID-19 vaccinations for public servants. While the announcement was specifically for the Core Public Administration, it is the **** intention to replicate this policy and establish our own framework and processes to implement this initiative for our workplace. We will also develop requirements for non-employees accessing **** facilities and buildings, and for our employees who need to access worksites not managed by the ****. We anticipate launching the **** framework for mandatory vaccination over the coming weeks and will communicate more information to all **** employees at that time.

The key points from today’s announcement are: · The requirement to be vaccinated applies whether employees are teleworking, working remotely or working on-site at a federal government facility.

· Over the course of the next couple of weeks, federal public servants in the Core Public Administration will need to confirm their vaccination status in the Government of Canada’s Vaccine Attestation Tracking System (GC-VATS).

· Employees will need to complete an attestation with respect to their vaccination status.

· If employees do not attest to their vaccination status, or are unwilling to be vaccinated, they will be placed on administrative leave without pay.

· All personal information collected from employees on their vaccination status will be done in accordance with the Privacy Act, the Policy on Privacy Protection and its related instruments.

· In the exceptional case that employees are unable to be vaccinated due to a prohibited ground under the Canadian Human Rights Act, such as a medical contraindication, they may request accommodation. Employees unable to be fully vaccinated (with an approved request for accommodation) and who are required to report to work on-site will require regular rapid testing (i.e. at least twice per week).

· Employees have an obligation to provide a true attestation. Making a false statement may result in disciplinary action up to and including termination. All attestation information is subject to verification and audit.

· Employees who are not vaccinated and those who have not attested to their vaccination status will be required to attend a training session on the benefits of COVID-19 vaccination to ensure they have authoritative and accurate information on vaccine safety and benefits.

The physical and psychological health and safety of public servants remain absolute priorities for the Government of Canada and the ****. I would like to take this opportunity to remind you of the wide range of services and supports available, including the 24/7 Employee Assistance Program, the flexibilities introduced under the Public Service Health Care Plan, LifeSpeak and other wellness and mental health resources.

I look forward to sharing details of the **** approach and timeline for the rollout of this initiative shortly. In the meantime, a generic email box has been established and will be monitored by our Human Resources Branch to address questions related to our upcoming mandatory vaccine policy.

To those of you already fully vaccinated, thank you for doing everything you can to protect yourselves, your families and colleagues, and the communities in which you live by reducing the risk of COVID-19. If you are not yet fully vaccinated, I encourage you to join the overwhelming majority of Canadians who have received the vaccine and make an appointment to get vaccinated as soon as possible.
