If I'm understanding this correctly, I think a former President can "claim" executive privilege but only the sitting President can "invoke" executive privilege.

They're one in the same for all intents and purposes. You're splitting hairs.
I don't think so, The term "invoke" means you have the authority to do something.
I.E. A person can "invoke" their 5th amendment right. A person cannot "invoke" another person's 5th amendment right.
