I am not going to believe anything just because I want to, I am not going to disbelieve anything just because I don't want to.

I have no doubt he might have said something like that. I just don't think he's dumb enough to say something like that in a group larger than five people at a time.

A council named Eugenics while it probably still exists, wouldn't have been a public part of the WHO in 2009
