For a very long time, I've noticed the undertones of "be prepared" (for some, obviously not all) are more like "I hope collapse happens"? I find myself wanting that somewhat...a societal reset...but why? Do we think that is the only way? Am I off-base here?

Yes, exactly this. I don't want collapse, but I accept it as an inevitability. Stock up now on food and water, though likely mostly just food.
For water storage, you can get great water storage containers for under $20 each (7 gallons each container).
For food, I bought from a local church, a local food storage supplier, and even some storage products from Wal-Mart. Ensure you have proteins.
Your friends and neighbors will be like the grasshopper to your ant. Be prepared to help those closest to you, and be prepared to turn away those who did not prepare.
My church has talked about having a 72-hour kit for my entire life, and about having months of food storage. Get those things. Be prepared for whatever may occur. My best guess would be supply chain disruption and domestic terror.
