The message of the crowd is usually directed at the perceived-corrupt middlemen and street-level enforcers as much as the overlords in their fortifications. The cunts respond by becoming more coercive which in turn results in moar protests. If they cannot pull a grand distraction out of their hat, then their control scheme may disintegrate.
