except that some young New Zealanders get attracted by the big smoke, only to find no welfare net. So they end up on the streets. This leads to police harassment and eventual arbitrary incarceration. "We arrested this person, because they were loitering" type to thing. Not sure how that fits into the 'saving money' theory. No welfare because policy, normally means more petty crime: Stealing food from supermarkets, for example. I suppose Australians see food theft as a badge of honor, seeing as that was why they were sent to van Diemens land in the first place...
