There are no implementing rules yet. So how can employers "comply" when they don't know the rules yet?
That’s exactly what I am trying to determine. The order says the guidelines must be in place by September 24. These are not the same as the OSHA ETS that still has not been issued.

It really defies logic. The “task force” is specific to federal blackholes listed below- however they also Blanketed “contractors” into this bs which means if your company does business and has fed contracts, they expect you fo follow along without the benefits provided by a cushy gov job just follow the mandate. Notice at the beginning they mention both United States and United States of America. They wouldn't have to mention both if they were both the same thing!
On its face-this is quite the shell game. here are the 3 sections of title 5:

Shouldn’t this also apply to the people in congress and senate? It would be a shame if they also have to sho proof to keep their jobs... lol
Technically they are federal employees.
Yup. I’d love for them to have the same feeling as all of us other federal employees losing their jobs.

Okay so I found a line that defines the federal contractors workplace and it specifically says it does NOT include the employees residence. My work location is my house.
Let me explain. There were multiple parts to Biden’s vax mandates. 1 - employers with over 100 employees. This was to be issued through an OSHA ETS. This has not happened yet. 2 - Healthcare facilities that receive Medicare or Medicaid. Nothing is needed to enforce this because it becomes a stipulation of continuing to received Medicaid and Medicare dollars which are federal funds. 3 - Federal contractors. Nothing is needed to enforce this because it becomes a stipulation of continuing to receive federal dollars. We can scream there’s no law all we want but the government is saying we won’t give you anymore federal money if you don’t comply. That’s what’s pushing and motivating these companies. I am not saying I agree but this is what’s happening.
I know. But they can discontinue federal contracts if the contractors don’t comply. That’s what I am trying to dissect. What are the actual guidelines and does it really apply to current contract. Big companies are afraid of losing their federal contracts.
