Think of him like a corporate entity or a fiduciary trust.

Corporations can't be President, but they can have CEOs while trusts can have trustees.

I think this goes deeper than an easy way to throw shade at our current Commander in Cheat.

That or I was thinking it slyly refers to Joe's time as VP because if exec priv is thrown out now then we gain access to docs from the Obama admin that will likely implicate China Joe.
