I read through it and there's a lot references about 'information' sharing between patient and doctor. Obviously its more than this because they discuss the impact on 'small practices' and free standing surgical centers that lack the legal and compliance muscle of large systems.
To me this sounds like a coup for large hospitals and something I certainly don't want to see. Hospitals are nurses penitentiaries and death wards.
My primary concern is with the multi-media access.
We still don't know how "secure" our devices actually are.
On top of that, how many bylines does Apple or Android have in their systems that low-key say they own any information you put on their devices?
One thing permits another, and the next thing you know, the vaxpass's only obstacle is getting it legally enshrined.
The system has already been there for over a year now. They've already done the crime, they just need to change the rules so the crime is no longer on the books to charge them.

Yep, I agree with your scenario.
To me this self-evident and the answer is Yes, the security is really poor. Look at the Dominion election machines. I mean, can we expect better? No.
It's a bad idea. I suspect this is about consolidating hospitals in which small practices are eliminated.
This is terrible. Especially for people with iatrogenic injuries.
