Mukzn's Hollywood Insider post is right: there is no legit reason for a REAL, fully functional gun to be on-set in a scene involving a gunfight (or EVER, probably). Not in the hands of anyone participating in the gunfight. Not surrounded by cast and crew. And yes, you'd expect insurance companies to take this very seriously.
Perhaps I'm wrong, but I can't see this as anything other than a crime, and probably one that Baldwin was coerced into.

A prop gun is a non-firing gun. Like those blue or red training guns.
