No I don’t think a new President can rescind an EO. Trump wanted to rescind DACA but the Supreme Court held it up and Trump came back surprised and happy saying “I guess I had more power than I thought”

So then what happened? Maybe I’m remembering it wrong. I do recall Trump being surprised at the SC sustaining an 0bama EO.
