Fishing expedition here, but if the reason they're not unloading is the EO, then they wouldn't be able to unload at any port.
Only other reason that comes to mind is to go all the way down and around the Panama Canal is quite a ways, the time and fuel to do this would seriously add to the shipping companies overhead.
Although, on the other hand, the ships just sitting couldn't be good for business.
