My fiance's hobby is RC planes, he told me they have to file a flight plan due to recent laws passed, they actually can't just go out and fly their planes anymore, he also pays a fee and has a number assigned to him. Technically RC planes like that are thought of as toys, but scale models can be quite large, and they are super expensive, but to have to register and have a flight plan etc. is a bit extreme, I think it's partly because these surveillance drones are already being used everywhere, at least in urban areas.
