That would be the rapper, Travis Scott. He tried crowd surfing and someone 'stole' his shoe so he tried to get the crowd to go after the guy. As explained above, the video is from a 2015 concert. Scott has been in trouble several times for riling up his crowd. IMHO, they should have shut this whole concert down before it even started.....when all the people rushed through the gates to get in.....just like he tells them to do.
