Clean Up involves features and services to help users of their platform set and enforce content limits. While some user may elect to have pure open search. That should not be the normal default behavior for the platform when an unauthenticated user searches on YouTube. Unauthenticated users should be shown verified content only. The assumption needs to be unauthenticated = Underage, uninformed, unaware.
There are certainly things that Google/YouTube can do to ensure this content and even the Previews of this content is not as accessible to minors or just viewers that don't want to see this garbage. YouTube is as open of a media platform as public broadcasting. If any media platform cannot provide those basic provisions, they should be liable to the same punishments as public broadcasting entities, because considering how available the internet is it is broadcasted. That is just my opinion.
