Texas criteria for monoclonal antibodies that includes black or latinx as a qualifier (high risk ethnic groups) https://macarthurmc.com/north-texas-obgyns-need-to-know-about-monoclonal-antibodies-for-covid-19/
Sickle cell and heart, kidney, or lung diseased people and the immuno compromised are more likely to die from COVID than any other people. Anyone with blood flow issues like hbp and diabetes are more susceptible, too. It just so happens to be that Blacks and Latinos suffer more from those conditions than whites, in general, except for maybe diabetes.
So it stands to reason that those two populations would see a higher correlation in COVID cases and deaths.
