It might mean that they don't have a definitive test that identifies the corona virus with spike proteins added to it, which is what COVID is. It seems like they ought to be able to identify it, though, since the spike protein is patented. It's a bioweapon unleashed on humanity.

PCR does isolate, and does not attempt to isolate, anything.
