at first glance it seems like backpedaling while trying not to lose face. a common tactic practised worldwide i think. can we get some opinions on this please?
They lost control at province (or whatever) level so allowing any local commie leaders to take over without impacting the optics of provincial control as much.
It's saying that industry specific checklists have been revoked and compliance is no longer mandatory. Instead they have been replaced by a more encompassing checklist for restricted businesses.
