When did Flynn say that? Does anyone have direct quote or link?

I rember a few months ago it sounded Le he was try ng to use the fact that so many people believed in Q to take action. He was saying that the people are the storm and the plan, and it sounded like he was trying to get everyone riled up instead of just watching a movie
