Watch them mandate it when they forecast the first hard freeze for most of the state to occur. Then they can kill the power and claim it was the unprecedented weather event that damaged the grid, so prepare for a long outage.

Actually I'm hoping that doesn't happen, but in our current world it seems plausible for the political calculus of some groups.
