Here is what I found on justia.com

Looks like a case in northern district is filed, but the judge is 'Hope T Cannon' which I suppose I'll take as a good sign.

The law cited is this one:

42 U.S. Code § 1983 - Civil action for deprivation of rights https://www.law.cornell.edu/uscode/text/42/1983
