The resistance has two sides: a visible one, and one which is less obvious.
There was a meet-up in Utrecht some weeks ago, and special inspectors connected to the mayors-office where harassing the owner of the establishment daily and fined pre-emptively to force them to setup the QR code testing.
They did not budge and took the hit. The government will simply try and wreck every single business out there as soon as they smell something is off. And they will deploy their instruments of repression.
So, I can only hail the more obvious form of resistance. It does a lot to galvanize support and rapport.
