What he’s basically saying is the priority should be to kill the elderly and sick first…save the children for a future culling.

If you watch the full video, it is not how it appears. He meant to say children but started with Khil, not Chil and corrected himself. Sounds terrible, but he was talking about using boosters on the elderly instead of the children.
