Yes he is and always was. VA was given a choice between evils. I did not consider the VA race the big win everyone was making it out to be. It was still a uniparty win. We cannot let the establishment choose our candidates for us or we are going to continue to get what we always have gotten - Dems and RINOs of the uniparty. The people are going to have to be more involved in their local and state politics. That includes finding qualified people to run for public office and to support them. Republican wins mean nothing if we are not remaking the party and kicking out the old globalist sell outs. We must understand that going forward we cannot expect our government to work for us if we are going to continue to have a hands off approach to our own governance. If we are going to have a government of the people, then the people have to be more involved than just showing up to the polls every couple of years.
Personally, I'm on the fence about him. I wanna be cautiously optimistic, but if he does end up being a Romney then it's not the end of the world. The BIG part that everyone ignores about VA, is that the ENTIRE STATE flipped red for the first time in 15 years. Yeah, the uniparty might have gotten a RINO in there with Youngkin, but the LT Governor is absolutely based. Likewise, the Attorney General fiipped to a republican, and possibly most importantly, the state senate and house flipped completely red.
You might be able to write off the "big" offices as uniparty appointments, but the senate and house were filled with candidates handpicked by the VA Project using grassroots methods. Lookin at the big picture, you can't call VA anything but a massive win, even if the new Governor turns out to be a RINO.

The evil you know verses the evil you don’t. Either way we seemed effed.
