From my perspective, anywhere you see a level 3 / 4 biosafety lab, there is gain of function research occurring there as well as general genetic modification testing.
Identify where such facilities exist all over the world, then identify what country(s) are paying for the facility or grants for specific project research. Now you know the who and where, only need to investigate a little further to find the what and how. Then the tricky part is to find the why -- cui bono.
By virtue of having a bioweapons program anywhere this is precisely why they are using the term “dual use”.

This is when you have treatments appear but never an actual cure. A treatment can be endless profits whereas a cure curbs profit margins greatly.
