Well, GC is for how a war should be fought for all the countries that signed it. The Law of War manual is how we fight.

I just found this, Law of Belligerent Occupation: https://www.loc.gov/rr/frd/Military_Law/pdf/law-of-belligerent-occupation_11.pdf

I was looking for the defintion of Belligerent Occupation in the LoW and couldn't find it. But I did find a reference to this Law... Time to read.
