The Havana Syndrome is only an example that someone, somewhere, is experimenting with microwave energy. It would be easy to scale it up/down depending upon how evil one wanted to be. I don't believe Cuba has either the resources, or scientists, to produce this kind of technology on their own.

It's a possibility for Havana Syndrome (and Vienna etc) but I'd think not weather manipulation.
