Strictly enforce the geographical restrictions codified into existing federal laws, like the failure of income tax definitions to extend such taxes out of the federal zone (territories & DC) into the States of the Union (because the laws themselves fail to mention the 50 states or, heaven forbid, use the ink to list the names of the 50 states in the definitions of state).
