Instead of violent crime, she wants to thieve $ and placate (reward?) the criminals for their crimes.. in the hope that maybe they wont be as bad for a little while?

If you knew how to fix the crime problem, then you either wouldn't have caused it in the first place.. or you would have fixed it by now. So you dont know how to fix it. Why take advise from a person who doesn't have any clue?
