I know health care professionals, and may I make a suggestion as to what works? Here is the ONLY thing that makes a dent - tell them they are liable and their license is on the line. They can't just accept subtle pharma ads as studies because they'll be stripped of the ability to practice or even collect a pension. Trust me. Make them afraid with the fact that big pharma is indemnified but they are all totally on the hook.
The license argument is always good. You can probably look up real people who have been suspended or revoked and find out the grounds, for some examples. However imo the people who are most keen to keep their license are the ones who like what they are doing.

Then the bottom line is money not people’s lives.
