There isn't anywhere in the solar system for these lunatics to hide. 40-60%+ of the planet will want them dead in a matter of weeks or months. No one is going to help them. No one is going to give them shelter. The only exits lead to death or a cell. And even if they find a place to hide... it will just be a more comfortable cell.
