No, if they do not disperse the funds to the person crowd funding, they are required to return the donations to donors.

Where does it say that? Is that gofuckme's own rules; financial regulations, or what?

Gofundme is a service, you pay them something, if they fail to carry out the work than they've fraudulently taken your money.

I agree, I'm just curious if GFM is violating their own terms & conditions with their current actions.

Regardless, I bet you $500 that their terms of service / terms + conditions magically get updated within the next few weeks, if they haven't already.

If it violates the law / rules; just rewrite them to suit your needs. 😐🙄🤬🤦🏻‍♂️
