it could cause enough pain and discomfort to make the Military Operatives inoperable

It could cause quick DEATH after using proper field or sound,and it is not requiring infra-sounds being too hard to generate with normal audio equipment.

Infrasounds having power high enough are almost impossible to be used on the field because of its low energy (so much,much more of it shall be produced to cause deadly resonance for example in your heart at ~7hz).

Best aggressor could get is causing slow health deterioration after long exposure if emitter is "small". All this however changes if you use nanoparticles. Then person could be killed quickly after generating much easier "normal" sound.

But purpose of jabbing the military for now might be rather using the military against people. Those who are jabbed wouldn't be caring about forcing people to get it.
