Joe Biden should be given index cards as reminders that says:

Don't sniff kid's hair.

Don't pinch kid's nipples.

Don't creep on kids.

The additional bonus is that he might even read the index cards. He might attempt to do what the cards say not to, we (here) do not hope that upon any child.
