If the Emergencies Act requires parliamentary approval, how are they doing this already?

It doesn't, prime minister has enacted it. Paliament is to be called to vote with in 7 sitting days (by next Wednesday) to either confirm or rescind the declaration. Then it either goes to another vote (if voted to rescind) within 3 sitting days, or it passes and is in place for 30 days at which time it expires or gets voted on to continue.
