You seem to have this idea that the concentration/death camps were run by brain trusts and not by ordinary mediocre people. In the SS, orders were carried out without question. If they were ordered to bury bodies if there was insufficient capacity or time for cremation, they were buried. Expediently. What else do you suppose they were going to do?
