I honestly have no idea, all I know is that I'd rather have Patriots representing us overseas instead of the cabal minions that we currently have. And it's not like foreign diplomacy is going away when the cabal goes down. My guess is that the reason why there are so many vacancies is because people are already being removed from the positions. But yeah, I'm not sure if they're one of the groups that automatically have the exemptions or not....
