Washington DC is foreign territory ruled by the New World Order. Odds are you are right, it's a trap. Jam up I495 & I95, but do not go into DC.

I hope they remember that DCs borders extend to the VA side of the Potomac River. Do not cross the bridges. Stop right at the entrance to the bridge and stay in VA. As far as MD, good luck with that.
